Safety measures

                  To achieve ultimate goal of Zero Harm, measures taken for safety improvement are:

1.            Operations and systems have been planned and designed to eliminate or materially reduce mining hazards.

2.            Statutory rules and regulations have been implemented and strenuous efforts have been made for achieving superior standards of safety.

3.            Provision made for material and monetary resources needed for the smooth and efficient execution of safety plan.

4.            Deployment of safety personnel wholly for accident prevention work.

5.            Appropriate forums with employees’ representatives for joint consultations on safety matters and to secure their motivation and commitment in safety management has been constituted. 

6.            A frame work has been set up for execution of the safety policy and plans through the Chief General Manager/General Manager of Areas/ Agents, Managers and other Safety Personnel of the units.

7.            Multi-level monitoring of the implementation of the Safety Plans through Internal Safety Organisation at the Company level and also the area level.

8.            Senior Executives at all levels of management to continue to inculcate safety consciousness and develop involvement in practicing safety towards accident   prevention in their functioning.

9.            Continuous education, training and retraining of the employees with the accent placed on development of safety-oriented skills have been instituted.

10.       To avoid accident, all safety appliances i.e. safety shoes & helmets distributed to eligible persons on regular basis.

11.       Monitoring of status of implementation of recommendations of Tripartite Committee, CIL Safety Board, Standing Committee on Safety, Parliamentary Committee and Safety Conference.

12.       Task force has been constituted consisting of trade union official and CGM (S&R) for mine inspection.

13.       Risk Assessment & Management was carried out in 8 mines of NCL and its implementation is being done.

14.       Safety Audit Inspection 2008-09 has been completed in all projects.

15.       Haul road and CHP inter project competition has been organized from 20.10.08 to 26.10.08.

16.       Additional steps taken for improving safety in NCL mines :

 

a)     A meeting with all the AGM(M)/ Manager of all Projects  has been held on 14/01/09 addressed by  DT(P&P).

b)     A meeting with all the Safety Officer’s of all Projects has been held on 17/01/09, addressed by DT(P&P).

c)      A meeting with all the Workmen’s Inspector of all Projects has been held on 20/01/09, addressed by DT(P&P).

d)     Workshops: Workshop on Dragline working has been organized in each project in Dec’08 and Jan’09.

e)     Training of Workmen’s Inspectors : Two weeks training (16/2/09 to 28/2/09) has been given to Workmen’s Inspectors of all projects.

f)        Monitoring of dragline dumps :

a.      Measurement of Corridors of Dragline OB dump is done (Dragline sitting level, and Coal Roof level of Turra seam) by a team.

b.      CMPDIL RI-VI has been entrusted for regular slope angle and corridor measurement by targetless theodolite.

g)     First Aid training started in most of the projects to time Keepers/Trip-men/Supervisors/Senior Competent Persons etc.

17.       Corporate level Bipartite safety Meeting: Corporate level Bipartite Safety meeting was held on 03/02/09. Detailed Accident Analysis of Fatal and Serious accidents for last two years i.e. 2008 and 2007 was discussed.

18.       Bipartite Inspections: A team of JCC Members, Union Representatives and workmen Inspectors from Project, GM(Excv.), CGM(E&M), CGM(S&R), headed by Directors(Tech) has done Bipartite Inspections of mines (Nigahi on 15/1/09, Amlohri on 30/1/09, Dudhichua on 8/02/09, Bina and Krishnashila on  26/02/09, Khadia on 5/03/09, Kakri on 7/03/09, Jhingurdah on 10/03/09, and Block-B on 19/03/09). During bipartite inspections the safety status of draglines, shovels, dumpers, CHP, workshops was checked. Awareness level/Knowledge of dumper/shovel/dragline operators regarding use of fire extinguishers was also checked. Accident analysis of the respective project was discussed in detail and directions were given by DT P&P for improvement in corresponding areas for further prevention of the accidents which includes:

a)     Analysis of PME records of the operators and identification of operators with hypertension/diabetes by medical officer of the project. Providing a list of such operators to time keepers/supervisors and shift incharges for reminding these operators for taking timely medicine.

b)     Safety-talk through public address system in the start of the shift, for five minutes for highlighting yesterday’s achievements /incidences/accidents/ with analysis. Any personal efforts by any individual/group shall be highlighted and appreciated for any significant contribution for avoiding any accident/incident etc.

c)      First Aid training of time Keepers/Tripmen/Supervisors/Senior Competent Persons etc.

d)     Regular replenishment of first aid kits/boxes.

e)     Better house keeping

f)        To ensure alternate and independent source of water for fire fighting, diesel pumps.

g)     Proper installation/repair of flexible ladders of dumpers.

h)      Issue of safety Circulars for -

(i)           Start of the machine after repair/maintenance only after proper inspection/checking and ensuring that nobody is endangered due to starting of machine.

(ii)         Provision of small capacity jerkins instead of 50L jerkins for safe handling of acid.

(iii)       Use of both hands while ascending/descending any ladder to avoid fall of persons.

(iv)        Provision of sufficient quantity of sand nearby the stacks/storage of old tyres, conveyor belts, other inflammable material, etc. and also clear approach to such places.

Annual Mines Safety Week and Safety Awards

 

    Like-wise every year, Annual Mines Safety Week 2008 was celebrated from 8.12.08 to 14.12.08. All the mines of NCL have been inspected by teams comprising of senior level executives, DGMS officials and Trade Union Representatives.

 

    Krishnashila Project has been considered to receive Golden Jubilee Safety Award for Rs. 5 Lakh. for ZERO FATAL And ZERO SERIOUS ACCIDENT during the year 2008.

 

   National Safety Award

 

Kakri Project has been selected for National Safety Award (Mines), 2007 Runner for LOWEST INJURY FREQUENCY RATE.
